Frank Carter, Hillsborough (6-3/330) 2014 offensive lineman has Decommited from Florida Tech and will sign with Jackson State Wednesday. A previous UMass commitment prior to UMASS pulling his offer, Carter then committed to Florida Tech. Carter is a three-year starter for the Terriers and BCP alum.
